According to HPB Pip Construction Consultants R3 Asia Pacific, the Health Promotion Board (HPB) of Singapore has announced that the pre-tender qualification phase for its creative and digital marketing services has been completed without a bidder due to changes in project requirements.

HPB announced that it will issue a new advance notice for the pre-selection of candidates for the election in January 2024.

The updated project requirements will be included in the new notification and interested companies can access the GeBIZ portal for further details from the second week of January 2024, the company added.

This comes after HPB launched a creative and digital application to support its integrated marketing and communications projects in September last year. According to the GeBIZ documents viewed by Marketing-Interactive at the time, the tender was awarded in the mandate model for three years and could be extended for a further three years.

At that time, the auction was planned as a two-stage auction, consisting of a pre-bid selection and a pre-qualification auction, which represented the first stage of the pre-qualification bidding process. The agency announced in September that only four companies that had passed the pre-tender phase were allowed to take part in the tender.

A selected tender has been published for comprehensive creative and digital agency services to design, plan and execute integrated marketing and communications projects for HPB's healthcare initiatives between April 1, 2024 and March 31, 2024. . This year 2027 can be extended for another three years until March 31, 2030.

The now closed tender targeted strategic marketing services, creative production, social media, behavioral analytics and martech services. Further details were announced during pre-bid on September 14th.

This comes after HPB appointed global marketing consultancy R3 Asia Pacific to design, plan and execute integrated marketing and communications campaigns for HPB's various healthcare initiatives in May last year.

According to GeBiz tender documents seen by Marketing-Interactive at the time, R3 Asia Pacific was required to assess the effectiveness of HPB's existing marketing organization contracts, conduct an analysis of key stakeholder needs and provide industry insights, structure and better execution to HPB.
