Democrats Delay Vote On Trans Health Care; Missouri Senate Adjourns For Spring Break
JEFFERSON CITY — Democrats tried to block a vote Wednesday on a plan to limit transgender health care for minors, as the Republican majority ultimately decided to follow through and go on spring break.
Senate Majority Leader Cindy O'Laughlin, R-Shelbina, called the Senate into recess Wednesday night and said there would be no regular business until Monday, March 20.
The delay represented a temporary victory for Democrats, who avoided using a rare Republican congressional trick to force a vote on the controversial measure.
But Republicans who control the House of Representatives may roll back the restrictions, which have become a priority for many right-wing commentators, activists and elected officials after the annual spring break. The legislative session ends on May 12.

As the Senate deadlocked on the transgender plan for a second day, Sen. Danny Hoskins, R-Warrensburg, tweeted at 1:18 p.m. that if Democrats continue to oppose it, “our only option is to kill the motion that must be considered. .” Force a vote in a rare parliamentary maneuver.
Democrats took the floor around 4:45 p.m., when Moon called for the bill to be delayed. The Senate then went into recess and adjourned shortly after 6:15 p.m.
If the bill becomes law, Missouri would join a wave of other GOP-led states to implement the restrictions amid growing attention from right-wing activists, commentators and elected officials on how transgender people are a political issue.
"This is real life. We're making medical decisions about children that this body doesn't understand," said Sen. Greg Razer, a Kansas City Democrat and the Senate's only openly gay member.
Hoskins said adults need to be able to be successful, "but for kids and teenagers who aren't adults yet — they can't vote, they can't buy a six-pack of beer — they're too young to live this life — change the decisions for themselves.
The latest version of Moon's legislation, which has yet to pass Wednesday night, would prohibit doctors and other health care providers from knowingly offering "sex reassignment procedures" to people under the age of 18.
Additionally, providers will not be permitted to refer minors to other clinics providing gender-sensitive care without risking disciplinary action by a state licensing agency or disciplinary committee.
According to the bill's definition, "gender reassignment procedures" will not be provided to those "born with a medically verifiable disorder of gender development," including people with "unresolved" genitalia.
According to the bill, it also excludes services provided when another person is diagnosed with a sex developmental disorder and a doctor determines that "the person does not have normal sex chromosome structure, sex steroid hormone production, or functioning sex steroid hormones." .
Treatment of infection, disease, injury, or illness caused or aggravated by “prior gender reassignment procedures,” as well as “if the individual is suffering from a physical, bodily injury, or physical illness, will be permitted. the doctor puts the person at risk of death or major bodily dysfunction unless surgery is performed.
